nuovo pattugliatore d\u2019altura P.04 OSUM della Guardia di Finanza, durante lo scalo a Gaeta, per il giro inaugurale intorno alla penisola.<\/h4>\n<p>&nbsp;<\/p>\n<p>Varato il 20 ottobre 2021 presso il Cantiere Navale Vittoria di Adria, il P04 \u00e8 una imbarcazione del dislocamento di circa 500 tonnellate, la pi\u00f9 grande in assoluto nella storia della componente navale della Guardia di Finanza, che permetter\u00e0 al contempo una notevole riduzione di consumi ed emissioni, oltre alla massima flessibilit\u00e0 di impiego operativo.<\/p>\n<figure id=\"attachment_5410\" aria-describedby=\"caption-attachment-5410\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5410\" class=\"wp-caption-text\">Foto Cantieri Vittoria<\/figcaption><\/figure>\n<p>Il P04 \u00e8 progettato e costruito per assolvere i compiti demandati al Corpo ed in particolare il pattugliamento, la sorveglianza marittima, lo sviluppo della <em>Maritime Situational Awareness<\/em> (MSA), il contrasto all\u2019immigrazione clandestina ed ai traffici illeciti perpetrati via mare sia sotto Comando nazionale che inquadrato in dispositivi multinazionali sotto il controllo della Agenzia FRONTEX.<\/p>\n<p>L\u2019Unit\u00e0 \u00e8 la prima della classe BANDIERA, ed \u00e8 dotata di idonee apparecchiature e vettori atti a garantire i collegamenti della stessa nella rete della GdF, compreso l\u2019utilizzo nella rete di Comando e Controllo del Corpo, della Marina Militare Italiana e della Guardia Costiera, il collegamento con il naviglio mercantile, da pesca e da diporto.<\/p>\n<p>Tale capacit\u00e0 le permetter\u00e0 di operare anche in collaborazione con altro naviglio ed aeromobili del Corpo, della Marina Militare, S.A.R. e in contesti internazionali gestiti dall\u2019Agenzia Europea FRONTEX.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5412\" src=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173740.jpg\" alt=\"\" width=\"2048\" height=\"1536\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p>La nave OSUM andr\u00e0 a potenziare ulteriormente la capacit\u00e0 operativa del Gruppo Aeronavale di Taranto, reparto di proiezione impegnato nella quotidiana azione di prevenzione e di contrasto di tutti i fenomeni illeciti che attentano alla sicurezza delle frontiere marittime anche nell\u2019ambito della cooperazione internazionale con FRONTEX.<\/p>\n<p>La costruzione della OSUM \u00e8 stata cofinanziata con risorse comunitarie nell\u2019ambito del fondo sicurezza interna 2014-2020, ha un equipaggio di 30 militari con la possibilit\u00e0 di ospitare ulteriori funzionari europei nel corso delle operazioni internazionali congiunte promosse da FRONTEX; dispone di un\u2019area, che consente il decollo e l\u2019atterraggio di un sistema aeromobile a pilotaggio remoto (drone) in grado di aumentare notevolmente la capacit\u00e0 di scoperta e di intervento a largo raggio anche con l\u2019ausilio dei due battelli di 9 metri di lunghezza per le operazioni di abbordaggio e controllo del naviglio sospetto; sar\u00e0 chiamata a coordinare l\u2019attivit\u00e0 di prevenzione e contrasto dell\u2019immigrazione irregolare e degli altri traffici illeciti via mare in sinergia con le diverse componenti operative ed investigative della Guardia di Finanza.<\/p>\n<p><img loading=\"lazy\" sancisce i compiti della Guardia di Finanza che consistono nella prevenzione, ricerca e denunzia delle evasioni e delle violazioni finanziarie, nella vigilanza sull&#8217;osservanza delle disposizioni di interesse politico-economico e nella sorveglianza in mare per fini di polizia finanziaria. Inoltre, la Guardia di Finanza concorre al mantenimento dell&#8217;ordine e della sicurezza pubblica e la difesa politico-militare delle frontiere. Tali compiti saranno certamente agevolati con l\u2019ausilio di moderni mezzi come quello all\u2019avanguardia del nuovo Pattugliatore Multiruolo OSUM.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5414\" src=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/P04-OSUM-Gaeta-20220902-3.jpg\" alt=\"\" width=\"2048\" height=\"1216\" srcset=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/P04-OSUM-Gaeta-20220902-3.jpg 2048w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/P04-OSUM-Gaeta-20220902-3-300x178.jpg 300w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/P04-OSUM-Gaeta-20220902-3-768x456.jpg 768w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/P04-OSUM-Gaeta-20220902-3-1024x608.jpg 1024w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p>Si tratta della prima nave \u201cgreen\u201d della Guardia di Finanza, dotata di un impianto di propulsione diesel-elettrico che le consente di pattugliare lunghe distanze per almeno 15 giorni continuativi (autonomia di almeno 2000 miglia nautiche a 18 nodi), con ridotta emissione nociva per l\u2019ambiente. Sono installati due motori diesel MTU principali di propulsione, ai quali sono affiancati motori elettrici reversibili da 270 kW ciascuno; tali propulsori possono fungere da motori di propulsione in pattugliamento o, alternativamente, fornire energia elettrica per aumentare la potenza complessiva per le alte andature<\/p>\n<p>La OSUM \u00e8 battezzata con il nome fiume albanese presso il quale le unit\u00e0 della GdF si impegnarono duramente nel corso della I e II Guerra Mondiale) \u00e8 una nave in acciaio lunga circa 60 metri, larga 9,5 metri ed ha un pescaggio di 3,5 metri. Come le precedenti unit\u00e0 P01 MONTE SPERONE e P02 MONTE CIMONE, anche il P04 \u00e8 frutto della cooperazione tra il Cantiere Navale Vittoria e l\u2019olandese Damen Shipyards Group.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5416\" src=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554.jpg\" alt=\"\" width=\"2048\" height=\"1396\" srcset=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554.jpg 2048w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554-300x204.jpg 300w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554-768x524.jpg 768w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554-1024x698.jpg 1024w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_174554-110x75.jpg 110w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p>Nelle fila del Servizio Navale della Guardia di Finanza \u00e8 in servizio il pattugliatore d\u2019altura Denaro (P.03), consegnato nel 1998 che si differenzia dai precedenti P01 ZARA e P02 VIZZARI risalenti al 1990 ormai radiati, per una diversa motorizzazione, quattro motori diesel MTU 16V396TB94 da 9,58 MW, che permettono all\u2019imbarcazione di raggiungere una velocit\u00e0 massima di 35 nodi al posto dei due motori diesel GMT BL 230.12M da 4,38 MW, che consentivano a ZARA e VIZZARI una velocit\u00e0 massima di 27 nodi.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5419\" src=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173917.jpg\" alt=\"\" width=\"2048\" height=\"1536\" srcset=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173917.jpg 2048w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173917-300x225.jpg 300w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173917-768x576.jpg 768w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_173917-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p>Caratteristica dell\u2019unit\u00e0 \u00e8 la forma della prua \u201cad ascia\u201d (ovvero <em>Axe Bow<\/em>), tipica delle costruzioni navali di Damen, gi\u00e0 adottata con i precedenti MONTE SPERONE e MONTE CIMONE, al momento, le unit\u00e0 pi\u00f9 importanti della flotta della Guardia di Finanza. Questo particolare tipo di prua \u00e8 progettato per affrontare il mare agitato e grosso, permettendo all\u2019unit\u00e0 di essere operativa anche in condizioni meteo e nautiche estreme. L\u2019equipaggio \u00e8 formato da trenta uomini ma possono essere imbarcate, altre otto persone nell\u2019ambito della missione FRONTEX per il contrasto all\u2019immigrazione clandestina.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5417\" src=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_175024.jpg\" alt=\"\" width=\"2048\" height=\"1536\" srcset=\"https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_175024.jpg 2048w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_175024-300x225.jpg 300w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_175024-768x576.jpg 768w, https:\/\/www.seairlandshots.com\/wp-content\/uploads\/2022\/09\/20220903_175024-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p>L\u2019unit\u00e0 \u00e8 armata con due-tre mitragliatrici calibro 12,7 mm a controllo manuale ed entrer\u00e0 in servizio nel primo trimestre del 2022. Molto interessante la possibilit\u00e0 di imbarcare ed impiegare, da apposita zona a proravia della plancia di comando, Sistemi Aeromobili a Pilotaggio Remoto (SAPR) delle categorie \u201cmini\u201d e \u201cmicro\u201d che aumentano la capacit\u00e0 operativa del pattugliatore.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5421\" milioni e 400 mila euro, di cui 28 milioni di euro per la costruzione ed allestimento della nave, circa 3 milioni di euro per la fornitura di carburante e poco meno di 1 milione e mezzo di euro per servizi di assistenza post-vendita; il contratto assegnato a Cantiere Navale Vittoria nel mese di giugno del 2020 prevede anche un\u2019opzione per la costruzione di ulteriori 3 unit\u00e0 dello Finanza\u00a0<\/strong><strong>by Angelo Romano<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Our correspondent had the opportunity to visit the new offshore patrol vessel P.04 OSUM of the <em>Guardia Di Finanza<\/em> (Italian Customs), during the stopover in Gaeta, for the inaugural tour around the Italian peninsula.<\/p>\n<p>Launched on 20 October 2021 at the Vittoria Naval Shipyard in Adria, the P04 is a vessel with a displacement of about 500 tons, the largest ever in the history of the naval component of the <em>Guardia di Finanza<\/em> (<em>GdF)<\/em> which at the same time will allow a significant reduction in consumption and emissions, in addition to the maximum flexibility of operational use.<\/p>\n<p>The P04 is designed and built to perform the tasks entrusted to the Corps and in particular patrolling, maritime surveillance, the development of Maritime Situational Awareness (MSA), the fight against illegal immigration and illicit trafficking perpetrated by sea and under national command. which framed in multinational devices under the control of the FRONTEX Agency.<\/p>\n<p>The Unit is the first of the FLAG class, and is equipped with suitable equipment and carriers designed to guarantee its connections in the <em>GdF<\/em> network, including its use in the Command and Control network of the Corps, the Italian Navy and the Guard Coastal, the connection with the merchant, fishing and pleasure vessels. This ability will also allow it to operate in collaboration with other ships and aircraft of the Corps, the Navy, S.A.R. and in international contexts managed by the FRONTEX European Agency.<\/p>\n<p>The OSUM ship will further enhance the operational capacity of the <em>GdF<\/em> Aeronaval Group of Taranto, a projection department engaged in the daily action of prevention and contrast of all illegal phenomena that threaten the security of maritime borders also in the context of international cooperation with FRONTEX.<\/p>\n<p>The construction of the OSUM was co-financed with community resources under the internal security fund 2014-2020, has a crew of 30 soldiers with the possibility of hosting additional European officials during the joint international operations promoted by FRONTEX; has an area, which allows the take-off and landing of a remotely piloted aircraft system (drone) capable of significantly increasing the capacity for discovery and intervention at a wide range even with the aid of the two 9-meter boats length for boarding and control of suspect vessels; will be called upon to coordinate the activities of preventing and combating irregular immigration and other illegal trafficking by sea in synergy with the various operational and investigative components of the <em>Guardia di Finanza<\/em>.<\/p>\n<p>The institutive law establishes the duties of the <em>Guardia di Finanza<\/em> which consist in the prevention, research and reporting of financial evasions and violations, in the supervision of the observance of the provisions of political-economic interest and in the surveillance at sea for financial police purposes. Furthermore, the <em>Guardia di Finanza<\/em> contributes to the maintenance of public order and security and the politico-military defense of borders. These tasks will certainly be facilitated with the help of modern means such as the advanced one of the new OSUM Multirole Patrol Vessel.<\/p>\n<p>It is the first &#8220;green&#8221; ship of the <em>Guardia di Finanza<\/em>, equipped with a diesel-electric propulsion system that allows it to patrol long distances for at least 15 continuous days (autonomy of at least 2000 nautical miles at 18 knots), with reduced noxious emissions for the environment. Two main MTU propulsion diesel engines are installed, flanked by reversible electric motors of 270 kW each; such thrusters can act as patrolling propulsion engines or, alternatively, provide electricity to increase overall power for high speeds<\/p>\n<p>The OSUM is baptized with the name Albanian river where the <em>GdF<\/em> units worked hard during the I and II World War) is a steel ship about 60 meters long, 9.5 meters wide and has a draft of 3, 5 meters. Like the previous units P01 MONTE SPERONE and P02 MONTE CIMONE, the P04 is also the result of the cooperation between the Vittoria Shipyard and the Dutch Damen Shipyards Group.<\/p>\n<p>In the ranks of the Naval Service of the <em>Guardia di Finanza<\/em> the offshore patrol boat Denaro (P.03) is in service, delivered in 1998 which differs from the previous P01 ZARA and P02 VIZZARI dating back to 1990, now canceled, due to a different engine, four engines 9.58 MW MTU 16V396TB94 diesel, which allows the boat to reach a maximum speed of 35 knots instead of the two 4.38 MW GMT BL 230.12M diesel engines, which allowed ZARA and VIZZARI a maximum speed of 27 knots.<\/p>\n<p>Characteristic of the unit is the shape of the &#8220;ax&#8221; bow, typical of Damen shipbuilding, already adopted with the previous MONTE SPERONE and MONTE CIMONE, at the moment, the most important units of the <em>Guardia di Finanza<\/em> fleet . This bow is designed to face rough and rough seas, allowing the unit to be operational even in extreme weather and nautical conditions. In addition to the excellent seaworthiness qualities, adequate living comforts on board are also provided for the crew, both in an operational environment and in a private environment during periods of psychophysical recovery.<\/p>\n<p>The P04 is designed to develop a maximum speed of over 26 knots, but will perform long patrols at a cruising speed of 8-9 knots at electric speed. The crew consists of thirty men, but eight other people can be embarked on the FRONTEX mission to combat illegal immigration.<\/p>\n<p>The unit is armed with two or three 12.7 mm caliber machine guns with manual control and will enter service in the first quarter of 2022.
